CEG History
Founded in 2014, Chipola Engineering Group, Inc. (CEG) has been providing professional engineering services to public and private clients facing the challenges of new and aging infrastructure. Our team’s extensive knowledge and experience allows us to manage projects effectively, tackling all obstacles and challenges head-on. With offices in Marianna and Tallahassee, FL, we provide consulting, design, and permitting services for both private and public sector clients with an emphasis on site development and transportation engineering. Our clients’ projects and interests are our top priority, so no matter the size of the project, we work to ensure optimum outcomes. Meet Our Team
Stacy Pippin
Mr. Pippin is one of CEG’s founding members from 2014. His 33 years of experience in the civil engineering field has included designer, Chief Designer, and Project Manager roles for numerous site development projects throughout Florida and the Continental U.S. He currently acts as a Principal for both CEG divisions, and a Project Manager for Love’s Travel Stops & Country Stores. Mr. Pippin has also worked with, and for, the Florida Department of Transportation (FDOT) and is a respected professional within both the transportation and site development sectors of civil engineering.
Deke Willis, PE
Mr. Willis is one of CEG’s founding members from 2014. He is a registered professional engineer in 18 states, is a Principal for both CEG divisions, and acts as a project manager for Love’s Travel Stops & Country Stores. His 19 years of experience in civil engineering has included site development projects in 18 states, quality control and oversight for FDOT projects, and managing the financials for both CEG divisions.
Marianna Office
Brandon Hightower, PE
Mr. Hightower joined CEG’s Marianna division in 2014 as an engineering intern, and has 10 years of experience on site development projects for Love’s Travel Stops & Country Stores. He obtained his Professional Engineer (PE) license in 2019, and currently acts as a Project Manager and Engineer of Record (EOR) for Love’s Travel Stops & Country Stores projects. Mr. Hightower is proficient in AutoDesk Civil 3D production for stormwater management, grading plans, site plans, utility designs, RV Parking, cost estimation, and project management.
Ethan McCormick
Mr. McCormick graduated from Florida State University’s Panama City engineering campus in 2022, and joined CEG’s Marianna division as an engineering intern immediately upon graduation. He has two years’ experience on site development projects, and currently acts as a Project Engineer for Love’s Travel Stops & Country Stores projects. Mr. McCormick is skilled in AutoDesk Civil 3D production and site design required for the successful completion of site development projects.
Jason Kite, PE
Mr. Kite has 13 years of experience in the field of civil engineering, and joined CEG’s Marianna division in October 2015 as an engineering intern. He obtained his PE in 2021, and currently acts as a Project Manager for Love’s Travel Stops & Country Stores. He has three years’ experience in the transportation sector as well, and currently specializes in civil site development for private sector clients. Mr. Kite is experienced in AutoDesk Civil 3D plans production, grading, utility design, pavement design, RV parking, cost estimation, and project management.
Riley Pippin
Mr. Pippin graduated from Florida State University’s Panama City engineering campus in 2022. He joined CEG’s Marianna division as an engineering intern after graduation, and has been a Project Engineer for Love’s Travel Stops & Country Stores projects over the past two years. Mr. Pippin specializes in AutoDesk Civil 3D production for site development, grading plans, utility designs, and stormwater management.

Nick Grosso, PE
Todd French, PE
Mr. French has 29 years of experience in transportation design and project management throughout Florida and joined CEG’s Tallahassee division in the spring of 2024 as Chief Engineer of transportation. His experience includes project management, roadway design, utility coordination, temporary traffic control, signing and pavement markings, and quality control related to the preparation of contract plans for transportation projects. He has been Project Manager and EOR for major and minor capacity projects, RRR projects, intersection improvements, multi-use path and sidewalk projects, and safety improvement projects. He has completed projects in FDOT Districts 2, 3, 7, Central Office, and Turnpike; as well as with the Florida Department of Environmental Protection (FDEP) and several Local Agencies throughout Northwest Florida.
Jeremy Reese, PE
Mr. Reese has 19 years of experience and currently serves as the EOR for site development projects for Love’s Travel Stops & Country Stores, and joined CEG’s Marianna division in 2015. His responsibilities include managing and supervising the day-to-day operations of Love’s Travel Stop projects, ensuring that a quality set of construction plans are on schedule and within budget. He is responsible for coordination efforts with Love’s Travel Stop project managers and staff, project schedules, project progress reports, supervision of employees and sub-consultants working on projects.
Kelley Autrey, PE
Ms. Autrey has seven years of experience in geotechnical and transportation design, and joined CEG’s Tallahassee division in the summer of 2024. She is responsible for providing plans production related to roadway design, drainage design, signing and pavement marking design, utility coordination, quantity computation, cost estimating, and traffic control. Ms. Autrey will act as the lead Production Engineer, ensuring all production tasks are completed according to the FDOT CADD Production Manual, FDM, and Standard Plans Manuals. Kelley is proficient in all phases of ORD plans production and 3D modeling necessary for the successful completion of transportation projects.
Grant Groom, EI
Mr. Groom holds three years of experience with an emphasis on transportation. He joined CEG’s Tallahassee division as a student intern in November of 2020 and became a full-time engineering intern upon graduation in the spring of 2021. His responsibilities include MicroStation Training/Development and plans production support for FDOT and local agency clients in Northwest Florida, ORD design production, and quantity computation. Mr. Groom currently acts as a Project Engineer responsible for plans production, utility coordination, traffic control design, and quantity production.
